Project: Single Public Sector Estate – An Exemplar Public Property Project

Commercial Imperative
The leaders of the County Council and 12 local government, police and health sector partners had a vision of a single front door public sector estate. The challenge was to build on this vision, bring improved visibility of the estate and establish a plan and governance structure for the future, bringing greater collaboration, improved customer service and reduced cost.
CPA Role
CPA captured, mapped and analysed data on 2,500 assets, demonstrating the “size of the prize” and location based opportunities for collaboration. Through one-to-one consultation and workshops with property and operational stakeholders, including central government, new pathways were created for sharing service plans and delivering cost savings and asset disposals, centred around “town plans” and mini business cases.
The Result
£1.6m first year savings were identified for the Council through proactive lease management. A plan of action was set out for all partners within a new Suffolk Property Partnership governance structure. This acts a virtual property company to oversee locally driven and financed projects prioritised to deliver cost savings, joined-up working and release assets for disposal and generate reinvestment to support newly emerging service models.
